Yeah my research says it's the air intake system not working properly.
Not familiar with the '02 models but does it have a MAF (mass air flow) sensor?
Sound as if there might some sort of vacuum leak somewhere.
You mentioned cleaning the valves; what valves?
Do you have a trusted Subaru mechanic you can take it to?
